Test Counselor, Prevention

The Test Counselor, as part of their role within the overall Prevention program, has specific responsibilities providing testing services to clients who actively use drugs. The Test Counselor is responsible for providing an array of office and mobile-based services including prevention and harm reduction education, to people living with and at risk for HIV, rapid HIV/HCV testing, and screenings for STIs. The HIV Test Counselor provides street outreach, assessments, and referrals, as well as providing syringe exchange services as needed. Mobile services are conducted utilizing a team-based, harm reduction approach that supports the client in identifying his or her own goals around safer sex and substance use. The HIV Test Counselor will conducting rapid HIV testing on-site at Harlem United locations, at community based settings, including SROs, shelters, and public housing developments, and on the Harlem United testing and syringe exchange mobile vans. The Test Counselor will provide HIV education and risk reduction counseling, deliver rapid test results and conduct confirmatory tests as needed.  Candidate will also provide referral and connection to medical care, mental health services, and other social services as required.  Conduct PCRS and refer to NYCDOHMH CNAP as needed.  Education and Certificate: At least 5 years’ experience in not-for profit service delivery; experienced in NYC HIV service delivery system; a deep knowledge of testing and HIV prevention, as well as harm reduction principles; experience working with at risk communities. HIV testing certification, including legal guidance for NYS. High School Diploma or GED.
